MODEL RULES AND REGULATIONS OF A SOCIETY

1. Name of the Society

2. Membership

The membership of the Society is open to any person who attained the age of maturity and fulfils the

terms and conditions of the Society but subject to the approval of the Governing Body. If any

Government servant is desirous of becoming a member of the Society, he/she will have to inform the

appropriate authority in the Government prior to joining the Society. If the membership is not

approved by the Governing Body, the reason of refusal shall be communicated to the person/

applicant concerned.

3. Admission Fee & Subscription

5. Re-Admission

In case, any member of the society is expelled by the Governing Body on any ground of section 4

(b), (e), (f), (g) & (h) of Rules & Regulations, he can be readmitted, provided the Governing Body

permitted hi/her re-admission.

6. Register of members and facilities

The Society shall maintain a register of its members and shall enter therein the name, address, date of

enrolment and date of termination of the members.

7. General Body Defined

All the members of the society will constitute the General Body of the society.

8. General Body

a) Notice :- Minimum __________ days notice shall be given to the members, before the date of

General Body Meeting, enclosing agenda specifying date, time, place and issue to be discussed.

15. Restriction on holding office

No person who is an undischarged insolvent or who has been convicted of offence under the law

shall be entitled to be a member of a Governing Body. Permission sanction from the prescribed

authority shall be obtained by the Government servant holding an elective office in the society.

16. Power and Duties of office Bearers

A. President/Chairman

(a)President/Chairman shall preside over all the meetings of the society.

(b) At the time of voting on any matter/subject (except Election), if the total votes of the groups

of members happen to be equal in number

(c)President/Chairman shall have the power to allow inclusion of any subject/matter in agenda

for the discussion in the course of Proceeding/Meeting

The Vice-President/Vice Chairman of the society shall enjoy all the powers of the

President/Chairman in his/her absence.

C. General Secretary

(a)General Secretary will summon and attend the meetings of the Governing Body and General

Body.

(b) General Secretary will prepare the membership register as well as the proceeding register to

record the minutes of the proceedings of the Governing Body Meetings and have them duly

signed by the members who attend the meetings.

D. Secretary

The Secretary shall enjoy all the powers of General Secretary in his/her absence.

E. Treasurer

(a)All funds of society shall remain underd the care and management of Treasurer.

(b) Treasurer shall maintain the accounts of all money which is received and/or paid by him/her

on behalf of the society.

(c)Treasurer shall make disbursement in accordance with the direction of Governing Body.

18. Appeals

All the appeals shall be preferred to the Governing Body of the society and the decision of the

Governing Body shall be final.

19. Election

General Body in its Annual Meeting will elect its President/Chairman and all the office bearers and

also the Executive Members of the Governing Body, after every __________ years by secret ballot

papers or by show of hands as the Election Officer may decide. Voting by proxy will be

allowed/will not be allowed. Simple majority of vote shall be declared as elected

23. Financial Year

Mizoram Aizawl as it is required under section 18 of the Mizoram Societies Registration Act, 2005

28. Dissolution

If the society needs to be dissolved, it shall be dissolved as per provisions laid down under the

Section 25 & 28 of the Mizoram Societies Registration Act, 2005

29. Legal Proceedings

Society may sue and / or be used in the name of the President, the Secretary or any office bearer

authorized by the Governing Body in this behalf.

The development of organic value chain under MOVCD-NER scheme has seen many positive

changes since its inception in Mizoram. Seeing the strategic business appropriateness of clubbing

the farmers and villages along the mountain range and the road that passes through.We have

formed 14 FPOs and is projected to upgrade them into Farmers Producer Companies. The total

area cover is 6117 hectares where 7972 farmers are mobilised, these organic farmers are

grouped into 239 FIGs. To replace subsistence farming/Jhumming into local resource based, self

sustainable, high commercial organic enterprise -Mizo Chilli, Turmeric, Ginger and Tea are

selected under this scheme.

1. Organic Youth Group: The working age of farmers in the village is increasing as more and more

youth move to bigger towns and Aizawl city in search of aspirational jobs. Members of Farmers

Organisation under the scheme are in their late 30’s and above. This has made the implementation of

an internet based electronic services (TraceNet) difficult and moreover made the future sustainability of

the organic business uncertain.

We suggested the creation of youth group to attract the youth and bring more talents who

could understand latest technology and business of the day. This was implemented at Reiek

Block Turmeric Grower Society and West Phaileng Block Chillies Grower Society.

They had already organized post-harvest management training on organic farming and

compost making training. Many young aspiring farmers and future agriculture

entrepreneurs attended these training sessions. One of the Office Bearers of the Youth

Group has become one of the Executive Members of the FPO to bring in young and

fresh minds and also to ensure the sustainability of the organic business initiative.

There is a plan to form Youth Group for all the 14 FPOs.

2. Primary Processing for Turmeric Growers: The three organic turmeric FPOs had

procured Turmeric Boiler with a capacity of 10 Ton per day and Turmeric Polisher with

a capacity of 800 kg per batch to enable themselves to run primary processing at their

village collection centres. This should enable them to add value to their produce and

get higher return for their venture. The three FPOs are Reiek Block Turmeric Grower,

FPO Turmeric Group, Kolasib and Organic Turmeric & Mizo Chilli Producer Society,

Tlabung.

3. Development of Organic Tea as new crop under MOM: Tea has been selected in

order to develop a new organic product that could be branded and priced as a premium

product under MOM. A tea producing region has been identified in Mizoram that covers

4 villages namely Darzo, Lungleng South, Mualianpui and South Vanlaiphai. This

region started growing tea in the late 1920’s. Lungleng was the first tea growing village

and it had spread to other surrounding villages.

Darbilhi Tea Processing Unit was commissioned on 14

September, 2018. Organic

Orthodox Tea will be produced and 320 kg made tea can be produced per day. It is

proposed to installed Green Tea processing machine.

Since the operations and the business will be in the ‘small tea growers’ category, the

main focus will be in the ‘Speciality Tea’ segment. Darzo tea brand is already test

marketed in Mizoram.

4. Organic Retail Point: Angel Organic Point, a retail outlet solely for organic products

and produces from farms has been opened in a prime market area of Zarkawt in

Aizawl. The retail shop was opened on 1

August 2018. Organic products from India

and local products from One Organic Partnership and fresh organic vegetables from

farmers under MOM are sold at the Angel Organic Point.

5. Primary Collection Centre and Solar Drying Tunnel: All the FPOs are building

collection point for primary collection of organic produce in their area. Some of the

FPOs have also procured and installed SolarTunnel Dryer unit. 25 units have already

been installed for all Chilli FPOs. Drying of organic produce at primary level is very

important in post-harvest management and in a tropical humid region like Mizoram.

Reiek FPO has acquired land for the primary processing unit and work has been going

to construct working shed. Likewise, West Phaileng FPO purchased farm land for

organic cultivation and land with Phaileng town for collection point and primary

processing. In Champhai the FPO has leased land and godown in the Government

Industrial Estate at Zote for collection point, drying and primary processing.

7. Farmers Business Network of Mizoram (FBNM) : FBNM has been formed to facilitate trading of

organic produce under MOM and to act as aggregator. Care has been taken to build trust in developing

business and trade between the farmers, FPOs and buyers from all over India and even abroad. It has

been identified that buyers from outside Mizoram would need someone to ensure quality and quantity

of their traded goods and products.

MODEL APLM ACT, 2017

In India, farming community accounts for 48% of the population and depends on agriculture and

allied activities for employment and income 22.50% of farmers living below poverty line. Government

has committed itself to doubling the farmers income as India celebrates its 75

Independence in the year

2022.

Marketing connects the producer and the consumer, other interventions including processing are

essential to add value to the raw product and increase the food mile, so that the producer is able to

benefit from maximum value.

The reforms in agricultural marketing sector with the adoption of Agriculture Produce Marketing

(Regulation) Act, popularly known as APMC Act by various states and UTs in 1960s and 1970s failed

to serve the full objective of price discovery in a fair and transparent manner. The APMCs have caused

fragmentation of the markets thereby including in efficiency over space and time. It was against this

background that a draft Model Act, called APLM Act, 2017 that would look at marketing in a more

holistic manner, more relevant, capable of meeting current and emerging challenges framed.

The Draft Model Agriculture Produce and Livestock Marketing (Promotion and Facilitation) Act,

12017 aims at to move away from pure regulation and development approach of APMC Act to

promotion and facilitation – centre platform. The idea behind the formation of Model APLM Act was to

create a conducive environment for Competition, by enabling multiple channels of Marketing and to

move away monopoly with this, the farmer-producer will come to be unchained to carry his produce to

any market and sell to whoever offers him a better price.

The new Model APLM Act aims at building a level playing field for both public sector and

private sector players to enter into the domain of agriculture marketing and build market structure,

provide fair conduct and performance of marketing to the advantage of farmers in particular and

consumers in general. In the light of the desire to enhance farmer’s income, the Model Act addressed

not just marketing of field crops, but multiple other commodities including fruits, vegetables, flowers,

spices, medicinal plants, livestock, poultry, fisheries etc.

While adopting this Model Act, the State would be free to adopt needed changes to suit the local

variations by encouraging the spirit of competition and keeping the principle of Farmer’s First.

Salient Features of Model APLM Act, 2017

1. To make the existing regulatory framework into promotion and facilitation approach; support free

flow of agricultural produce; direct interface of farmer with the processors/exporters/bulk

buyers/end users.

2. A more liberal and progressive law that allows free competition, promotes transparency

facilitates flow of commodities across space and time and encourages operation of multiple

marketing channels by Marketing players, barrier-free unified agricultural market for the country.

3. Abolition of fragmentation of market within the state by removing the concept of notified market

area, and instead establishment of state level single market (whole state as one unified market

area).

4. Full democratization of Market Committee and State Marketing Board.

5. Integration of farmers with processors, exporters, bulk retailers and consumers.

6. Clear demarcation of the power and functions between Director of Agriculture Marketing and

7. Director of Agricultural Marketing have to carry out regulatory functions while the Managing

Director will be mandated with developmental responsibilities under the Act.

8. Creation of competitive markets among different markets – Private wholesale Market yards and

B.Lalmawithanga is the youngest born of Pu Duhkhama. He has four brothers and two sisters. He was married in the

year 2014 and has one son.

Coming from a family of farmers, farming is part and

parcel of him. And farming is his main source of income.

He could be seen working his field from early morning till

dawn. Had conventional farming been rewarding he

would have been a wealthy farmer by now. Unfortunately

conventional farming of paddy was barely enough to

feed his family.

He has joined MOVCD – NER in the year 2017 and to

his amazement, he had a surplus sell worth

Rs.1,50,000/- saved up at the end of the year from his

turmeric field of 2 ha. He was ecstatic and he vowed to take more active part in the

workings of his producer organization.

He presently holds a C1 Conversion Certificate and he hopes to get C2 this year. He is

also hopeful of a good sell this year, too, and looks forwards to the harvest season with

eagerness.

He remembers the day the scheme was introduced in his village. “I was doubtful and

sceptical of the scheme when I first joined. And I never expect the response I got from

buyers in this far flung village that I called home…” he said.

Now he looks back smiled with content. “Getting seed money and input assistance was

the main reason I enrolled for the scheme. Now I realized I almost missed my chance to

improve my lot,” he says with a big smile.

He firmly believes that organic farming will surely and eventually make an impact in the economy of a small state like

Mizoram if all farmers could be brought under the MOVCD – NER scheme.

Mr K.Chhunthanga is the fifth born of Mr K. Rochhunga and Mrs C. Lalziki. He was born in Hnahthial, Lunglei District

which is 60 kms away from the district capital of Lunglei. He got married to Mrs R. Lawmkimi in the year 1989 and they

have four children. He now settle with his family in Rotlang East.

He studied till 5

standard. And since his father had died very early, he had to discontinue his schooling and had to start

working whatever odd job available at a very young age including in the agriculture field. He comes from a hard working

family and even before starting organic farming, he was quite successful as a farmer.

He starts organic farming in the year of 2017, he is in C

stage and his major crop is Chilli (Mizo Bird’s eye Chilli /

Capsicum annum). In his first year of organic farming, he harvested a yield of 11 quintals from his 0.6Ha farm.

He has received Rs.10,500 as seed money in the year 2017 and also received inputs like Naturevel-AG and Naturevel –

SW from Mission Organic Mizoram.

He says that organic intervention has been very profitable to him. Though he has not recorded the exact difference of

before and after organic farming, he was sure the income is more after being organic.

Mr. K. Lalhmangaiha is the son of Mr. Kapzawna and Mrs. Tlangrikhuma and he was born in 1982 in Sialsir

Village. He is the second eldest among his siblings. His family depends on agriculture and they do not have any other

source of income. He joined MOVCD-NER scheme in 2017 and he is currently having Mizo Chilli farm in Tleutlang zau.

He barely earned enough before joining the scheme to support his family but after joining the scheme, his

annual income has increased from ₹50,000/- to₹1,00,000/-.

He received ₹3500/- for buying seeds and he also received₹7500/-worth of on farm and off farm inputs. He also

received training from service providers and he learned the best way to grow and care for his crops which improved and

become healthier since practicing organic farming.

“This scheme is very good for the farmers and I learnt through the scheme how to grow crops organically and I

have gained new knowledge about organic farming and is very beneficial for me.”

Mr Laldinpuia comes from an agriculture family background. He is married and has nine children. His family has

been practicing conventional method of agriculture without the use of synthetic fertilizers and chemicals. In his spare

time, he also works as a daily labor in construction sites. Now that he has taken organic farming, he seldom has spare

time for other social obligations. Most of the time he had to worked in the field at a stretch without going home to the

village.

He has planted 800 kgs of ginger

in his 0.6Ha farm land and is expecting a

harvest of about 7000 kgs. He has keen

interests in his new found form of farming

and is eagerly tending his farm.

Dilkhan is just about 80kms away from

Aizawl and middlemen from Aizawl bazar

have been approaching him for his

produce. The additional benefit for him is

his inter crops – which find a ready

market in the main town and even in his

village.

He has been brought into the

MOVCD – NER scheme fold in the year 2017 and his farm is yet to be audited by the certifying body.

He has been provided Rs.9,000/- as seed money and Rs.4000/- for farm inputs. He was so grateful for the help he

received from the scheme that “I will pay back by working to my best and providing a bountiful harvest,” he quipped.

“If organic farming turns 10 years, I am sure it will bring great changes to our economy,” he further says.

My name is F. Lalnghakliana, and I live in North Khawbung with my wife, one son and three daughters. I am

headmaster in our village high schoolbut, as always, having farm and growing some vegetablesis one of the thingthat I

love and which makes me happy, especially when this concept of organic farming has arrived in our village.

First of all I would like to thank our Mission Organic Mizoram for the support and the various training given to

me. Also one of the most vital thing they did for me was giving me farm input materials, training me on how to use the

same and giving me seed money. I got lots of improvements on the field in terms of soil and as well as in my produce. I

would like to continue this farming method, because I have now seen how profitable this is.

I sold all of my produce in the local market. Thankfully even people in the village are aware of organic produce

and the demand is quite good especially the intercrops in the field which are basically local leafy vegetables. The return

I get from these local vegetables are way beyond my expectations.

And there is no looking back for him ever since.

He thankedAgriculture Department and Mission Organic Mizoram for enlightening him and accepting him into

their fold for taking up Organic Farming.Under this scheme, he has received training from service providers, and also

₹17,500/- for buying planting materials as well as on farm and off farm inputs. And by practicing what was taught to him,

he says he is able to increase his produce more than double.

His major crop is ginger and he has other crops in the same field too. He says that in his first year of becoming

organic his produce fetch him Rs.2,00,000/-

He says he will continue organic farming the rest of his life as he is getting good income

Mr Lalsiamthanga lives in Tlabung village in Lunglei District. Tlabung is located in the South – Eastern tip of Mizoram

bordering Bangladesh. It is twelve hours journey through treacherous road from Aizawl even though the distance is

hardly 250 kms.

There are no government servants in his family and everyone in his family engaged in conventional paddy farming for

as long as he can remember.

He joined organic system of

farming under MOVCD – NER in

the year 2017. His main crop is

turmeric.

Mr Lalsiamthang is a progressive

farmer and he is experienced

enough to turn his geographical

location to his advantage. Since he

lives near the border, he sold most

of his produce to traders from

Bangladesh. And he usually sell his

produce in the fresh form.

Recently a Turmeric boiler cum

polisher and grinder has been set

up for his Farmer Producer Society by Mission Organic Mizoram. He hopes to a get premium price now that he will be

able to sell his produce in a processed form.

Like everyone else he was provided seed and input assistance in the initial year. He feels that the monsoon rains have

been cruel to farmers of Mizoram as jungle weeds shoot up faster than one can manually remove them the moment we

get a drop of monsoon rains. He suggest that if government can also provide assistance in the form of grass cutters or

some amount to hire extra hand during this trying time, farmers will fully get the benefit of the scheme.

Mr C. Lalzarluaia hails from Tualbung. He was a carpenter by trade before he got enlisted for the scheme of

MOVCD-NER.

He lives with his wife, one son and two daughters. He has cultivaed 2800 kgs of ginger in his 0.5ha land. And

he is expecting a harvest of about 17,000 kgs of ginger besides the harvest from intercrops.

Mr. C. Lalzarluaia is fresh farmer under the scheme. He has been provided Rs. 8750/- seed money and

Rs.3750/- for on-farm/off-farm inputs. He is a hard working farmer and possess an exemplary farming practices among

his peers.

Other than ginger, he also grows cucumber, maize, bitter gourd, brinjal, snake gourd and Thai parsley. He

hopes to get income from these crops equally good as from the main ginger crop.

Mr Zarzokima was born in the year 1974 in Reiek. He has 4 siblings and he is the second eldest among his

siblings. He studied till 9

Grade and left school. He is married and has 3 kids, two daughters, one son and one

grandkid. Before he joined MOVCD-NER scheme, he had grown other crops like rice, vegetables and turmeric.

In 2017, he joined the scheme of MOVCD-NER and grow Turmeric in his 1 ha plot organically. He is currently

the treasurerof Reiek Farmers Producer Organization and leader of Sarei-I FIG.

He started growing turmeric as a main crop only after he joined the scheme and his production has increased

after he practice organic farming. He learnt through the scheme how to look after and care for the plants organically and

how to make compost. Last year he sold his produce worth Rs.1,08,000/- as seed materials to local new growers.

He has been provided under MOVCD – NER Rs.17,500/- as seed money and Rs. 7,500/- as on-farm & off-farm

inputs in the year 2017. He feels that the scheme will greatly benefit the rural marginal farmers if continued for at least

five years. According to him assistance for three may not be enough to fully turn a conventional farm into self sustain

organic farm.
